No, please judge the other components of the submission.

• To maintain fairness, we do not allow teams to send new business plans or user adoption plans. It is clearly stated as part of the submission guidelines that materials for judging must be in English. 
• A judge can explain in the comment section that they could not understand the business plan due to language, or they can skip the submission.
